Is there a way to connect one USB ext hard drive to two computers at the same time?

... such that both computers can access the ext drive without unplugging the USB cord from one computer and replugging to the other computer?

You build a LAN between the two computers and share the drive, its the only way.

You will need a Ethernet adapter in each, unless you have integrated Ethernet on the MB.

Then you will need a Ethernet crossover cable connected between the 2.

Then you run network wizard on both, and enable file/print sharing, then connect the storage drive to one of them and configure the drive for shared (right-click drive letter- properties).
It's possible but both computers need to be connected somehow, wireless or wired. Then once both computers are on the same network right click on the external hard drive's icon in My Computer and pick Sharing and security (WinXP Pro, basic should have something similar) and check the box to share the hard drive.
