Locally I want to build and sell computers, people do it on ebay, its basically just like the same thing. or if i made papers saying what they get and what price and advertise would that make it not legal? also related to ebay, thats advertising and you dont need a license for that. please help. thank you

Actually was going to tell you they do it on Ebay till I read your whole question. I cant see a problem not sure of your Country but here its called Home Industry and as long as you advertise rebuilt it is not illegal only if you sell as new item.
i would guess that legally you probably do technically need a license for that, but that you're not likely to get that much in trouble if you don't. of course this is just a guess. speak to your lawyer?
if no1 tells authority who wil know?
